Rules and Regulations: 4th Grade Boys
3. LENGTH OF PLAY
a. Games shall consist of Four(4) Ten (10) minute quarters. They will be running quarters.
b.The last two (2) minutes of the quarter will be “stopped time” if no team is ahead by 15 or more points. (20 points ahead for HS)
c. Overtime period shall be in Three (3) minute increments.The first Two(2) is running clock except for free throws. The last One(1) minute of OT is complete stopped clock.(clock stops at every ref whistle)
Maximum of Two(2) overtime periods allowed
If tied after second overtime the game will be recorded as a TIE.
One timeout for each OT period
d. Any questions/concerns regarding the overtime rules should be presented to the referee or Commissioner present.
4.TIMEOUTS AND BREAKS OF PLAY
a. All teams receive Two(2) timeouts of One(1) minute per half. (No carryovers)
b. Quarter and overtime breaks shall consist of One(1) minute.
c. Halftime shall be Three(3) minutes (time permitting)
d.Players that have been injured and/or bleeding must be removed form the court immediately. Players cannot return to the game until the bleeding is completely stopped.
5.TEAM ROSTERS AND PLAY REQUIREMENTS
a. All teams shall consist of Eight(8) players
b. All players shall play at least one continuous quarter in the first half and one continuous quarter in the second half.
If a player is unable to complete a full quarter due to injury that quarter will count towards this requirement
The substitute will not,however, be credited for that quarter toward the Two(2) quarter requirement.
Board member on duty will monitor the player’s injury to determine whether that player may return to the game during the injury quarter.
c. all players shall be allowed a maximum of Fourteen(14) points per half. Players will however be given credit for points from the conversion of any field goal and or foul shots earned in achieving/ exceeding this limit.
d. Any player meeting or exceeding this limitation must be substituted for immediately (clock stops) and sit out the remainder of that half. The player is NOT disqualified form overtime play.
e. Any player that shows up After the 1st quarter without giving prior notice may be penalized by reduced playing time.
The maximum penalty is as follows;
1st quarter arrival-minimum playing time is 1 quarter
2nd quarter arrival or later- no playing time need be given
f. All disciplinary actions MUST be approved by , at the minimum, the relevant Division commissioner.
g. If a player does not attend at least one(1) practice a week then the players playing time may be reduced to one(1) quarter minimum ( with the division commissioner’s approval prior to game day). Player may be allowed to play the maximum allowed at the coach’s discression.
6. FOULS, DISQUALIFICATIONS, and FOUL SHOTS
a. All players are disqualified from further play upon receiving their fifth foul. This includes any combination of personal and technical fouls.
b. Any player or coach receiving a second technical foul shall be disqualified from further participation in that game and the next scheduled game.
c. Any player or coach who, at the discretion of the referee or MYBL Commissioner demonstrates poor sportsmanship by word or action shall be ejected from that game AND shall be suspended from the next game as well.
d. Teams will receive two(2) fouls shots on and after the 10th team foul committed by the opponent in each half. If the first shot is made it is worth two(2) points and play continues. If the first is missed the second shot will be worth one(1) point if made.
e. If player fouled while shooting and the basket is made the free throw is automatically counted as one point (3pt play)
f. If the payer misses the shot he was fouled on if he makes the first free throw it is counted as two(2)points. If he missed the free throw, play continues.
g. Technical fouls- opposite team is automatically awarded two(2) points and the ball out of bounds.
h. Coaches are confined during the play to the “coach’s box” which is the area five(5) feet from the end of the scorers table. To the width of three(3) chairs (about 6 feet) from the head of the teams bench.
If more than one coach is present, the assistant coach must remain seated on or near the team bench during play. Initial violation of this rule during a game will result in a warning by the official : subsequent violations will incur a technical foul.
The bench is for coaches, players and assistants only. Parents must sit away from the bench and not on the seats provided at some of the gyms that are next to the scorers table. Parents, fans may use extra chairs but they must be five feet away from the bench
Coaches, parents , fans are not allowed to approach the scorers table during the game without prior approval from the officials or Board Member on Duty. Initial violation of this rule during the game will result in a warning by the official: subsequent violations will incur a technical foul to the offending team.
i. Foul shots shall be taken as follows: Cannot enter the key until the ball touches the rim

3rd & 4th Grade 10 feet from the backboard (line on gym floor)
7. DEFENSE, TRAPS, PRESSING
a. It is the philosophy of this league that all participants achieve a solid understanding of the fundamental man on man defense. Division parameters are as follows:
3rd & 4th grade divisions- Players can defend once the ball crosses the hash mark (top of the key/yellow line)
In the last two(2) minutes of each half player can defend once the ball is brought over the half court line. Defense does not need to stop if the ball is passed out of this area.
Can Half court press in the last two(2) minutes of each half.
8. EQUIPMENT
a. Participants shall wear the uniform provided by MYBL.
b. MYBL shall provide all scoring and timing equipment.
c. MYBL shall provide the game balls for each game as follows:
Lower (3rd & 4th)- Junior size or 27
d. Basket heights
4th grade divisions - Shall use a portable foals set at a height of 9 feet
e.Players personal equipment worn during the game is subject to board member on duty’s approval. This is done to ensure the safety of all the players, fans, officials involved during the game.
